Answer
How are you doing Sarah?
You have chosen a difficult subject that nobody that is not employed with WWE will be able to answer in full. I can help you with a good share of it. The big thing I won't be able to answer is financial as for everybody in WWE it's different.
A wrestling manager is not an actual manager from the standpoint of booking flights, financial advice, hotel reservations, or even negotiation contracts for title matches. A wrestling manager is a part of the show. The wrestling manager is used to help somebody that can not talk very well on the microphone. The qualifications are a willingness to talk, be able to talk well, and a basic pro wrestling knowledge. There is no outlook as you have no control except what is written for you. Earnings are based upon contractual negotiations to include merchandising and video sales.
When it comes to General Manager, are you referring to what you see on the television or the executive. I will assume you mean the general manager from the television. They are also characters and part of the show. They have no real power. The real power of what happens comes from a group of writers that tell all the characters what to do. Think of it as a big soap opera. You don't see the writers of the soap opera, just the characters. The writers pull the strings and the talent dances.
Hope that helps
