WWF first ladder match

Hi!
My cousin and I were debating about who was involved in the very first WWF/WWE ladder match. He says it was Shawn Michaels vs Razor Ramon while I say it was Shawn Michaels vs Bret Hart.
So my question is who were the two people who participated in the very first WWF/WWE ladder match?

The first ladder match they CLAIM to have happened was HBK vs. Razor Ramon... that being said, though... they may have had one or two to test how it would go in some smaller house shows... I've never seen any footage of an HBK - Hitman ladder match that was prior, though...
