Dear Tom,
I am looking for some of the top colleges for springboard diving? What are
they? Do you know if any also have a good program in the arts or
architecture?

There are many colleges with good diving programs and I will list them for you but as far as what they offer academically - you will have to do that research yourself or ask another expert.
The first thing I can tell you is that there are several different levels of college sports - NCAA Division I, II & III plus the NAIA which is another collegiate sports governing body. All have good diving programs and academics.
The highest level of college sports is NCAA Division I. This is where all the best divers coming our of high school go to. I am going to list the strongest diving conferences and then have you go to their websites to look up each school and evaluate their diving team and academics:
Pac 10 Conference
Big West Conference
Big 12 Conference
Big 10 Conference
Conference USA
South Eastern Conference (SEC)
Atlantic Coast Conference (ACC)
Big East Conference
Ivy League Conference
Mountain West Conference
MAC Conference
MAAC Conference
To look up more Division I conferences and find out more about Division II & III go to www.ncaa.org or www.ncaa.com. Division II & III schools are usually smaller and not as strong as Division I but do offer great academics.
I do not know the National Association of Intercollegiate Athletics very well (the NAIA) but I am sure if you Google it you can find out more.
