Welcome to the Seattle/Puget Sound area. I coach at Kamiak H.S. in Mukilteo. Here is some information for you regarding your questions:
If you want to get USD certified, contact Todd Wollenweber, coach at Highline H.S. He is setting up a class this fall. Jeff Dalman of Auburn is our instructor in this area. Contact Todd and let him know you are interested:

You will need current Red Cross CPR, First Aid and AED cards to coach anywhere.
Issaquah H.S. is looking for a diving coach. Todd will have the name of the woman to contact or go to the school districts website. You can find it on Google.
The only club team in the area is found at the King County Aquatic Center in Federal Way. This is one of the best indoor pools in the US. It has hosted 2000 Olympic Trials, last years Men's NCAA Champs and all state high school champs. The team there, Pacific Northwest Diving, is run by my friends Jim and Patti Southerland. I do not think they need any new coaches at this time.
The area that you have moved to has very old pools and not many of them have diving boards. The ones that do have only low boards except for a city pool in Seattle (Queen Anne) and a pool on Bainbridge Island that have 3 meters. The only platforms in the whole state are at the Federal Way pool.It is very difficult to start a club team around here because the pools are dominated by swimming teams.There is no college diving.
High school diving up here runs Aug 25 to Nov 15 for girls and Nov 17 to Feb 14 for boys.You are bound to find a H.S. job somewhere.
