I always suggest starting with roller skates. If necessary, the nut on a couple of the wheels can be tightened down to slow the wheels down until the kids get the feel of where their balance should be. Once you see them wanting to start pushing, then you can loosen up the nut to let them start rolling a little faster. Once you see that they are pretty confident, don't tighten the wheels down any more.
But before you tighten any wheels, put the skates on them and see how they do. If you see them falling and slipping a lot...tighten a couple wheels. If they look like they'll be ok, leave the wheels alone.
Sometimes starting kids out on inlines is very discouraging for them. With inlines you can't slow the wheels down at all. Once your kids feel pretty confident on roller skates without any wheels being tightened, then let them try inlines.
I would suggest you sign them up for a few roller skating classes so they can learn the correct way right off the bat. It saves you a lot of stress. <g>
