Is a steel shot more unstable inflight then lead shot?

Steel shot is actually more stable in flight than lead shot when fired at typical velocities due to having less deformation and higher sectional density. While steel is less dense than lead it retains its shape better therefore overcoming the density deficit through reduced drag.
