I am going to get a CCW in AZ asap, but in the meantime intend to carry open. Is a shoulder holster a legal way to open carry if it is outside my clothing? Less importantly, is it a viable way to OC?

Certainly a shoulder holster is a viable way to open carry in AZ. However, it really calls attention to yourself, which is a tactical disadvantage should something criminal come down. You would be the first target in that type of situation. Personally, I'd probably go for something a little more discreet. A strong side holster is perfectly legal and much less obvious to the casual observer than a shoulder holster. It is quite a bit more comfortable as well (at least in my opinion).
Best thing to do is get your CCW as quickly as possible, then it won't be an issue.
