I am afraid that the budget-line sporting shotguns are not my thing, but I believe that the Stevens works by cocking the hammer; when the trigger is pulled it will set off the first barrel. Cocking the hammer again and pulling the trigger will set off the second barrel.
Regarding cleaning:
Shotguns (particularly of this type) are about the easiest guns to clean. You will a cleaning rod, a .410" bronze brush, a .410 diameter cleaning jag, some .40-.45 caliber patches, any solvent that will break down powder and plastic residue, and a good gun oil.
Start by making sure the gun is unloaded. Push the bronze brush though the barrels from the breech end. Ten times should get all you're going to get out with the brush. Then affix the jag, wet a patch with solvent, and push down the bore. Depending the solvent and the amount of fouling in the bore, leave it sit for a few minutes to overnight. Push patches through until they come out clean (not spotless, just clean). They soak a patch in gun oil and push it through the bore. If you are going to store it for a while, leave it wet and wipe it out before using. If it will be used soon, let the oil sit for a while, then wipe out the excess with a path.
