Question
i just got an older rem 700 .308 and wandering what i could do to it a make a real tack driver out of it at 700 yr + ??

It depends on how much money you want to spend. In order of cheapest to most expensive, I would:
1) lap the lugs and bolt face to true the bolt in the receiver.
2) Glass bed the action in the stock. Better still would be to get a a good synthetic stock with aluminum bedding blocks. Make sure you use a torque wrench and tighten to the stock manufacturer's specs every time so as to return the rifle to zero if ever you have to take it apart.
3) Replace the recoil lug with a heavy duty lug and glass-bed it into the stock.
4) Consider getting the action rebarreled. Modern metallurgy and machining is far superior to anything they could do even ten years ago. If weight is not a problem, get a heavy barrel to dampen harmonics and thermal deflection and warpage.
