Florida CCW permit holder denied purchase

A friend of mine, who has a valid Fla. CCW permit was denied the purchase of 2 pistols after the dealer called for the background check. It was not a "conditional nonapproval" but the more severe "nonapproval." No firearms, no reasons, nothing. He has no idea why he was denied, and he was advised he could not find out any information until he filed an appeal, with resubmitted prints, photo, info, etc. He has held the permit several years. Do you have any idea why this might have happened, or new legislation we are unaware of? Thanks for your help.

Who knows, could a oversight, could be a new law, some states only allow one or two pistol buy a month or a year, he may be over his limit, they could have put his ssn in wrong, change of address or conflict in previous info provided... I would file an appeal and find out, keep track of all expenses and if it is there fault, bill them for appeal expenses or take them to small claims for expenses.
