Buying a handgun in the US.

Hello. Im a Norwegian citizen. Im deer hunting in MN every year. Im trying to buy a handgun from my cousin who is a MN.resident and the handgun is registered in his name.
Im a member of a gun club back home. I got all the paperwork i need from the Norwegian authorities. I have the permit to import 1 handgun from the US. Its for my own use. What paperwork do my cousin need to fill out to be able to export/sell it to me? WE are lost. Been trough Dept.of trade.Dept. of commerce.Defense dept. in Washington and ATF.
I know my cousin can apply for a one time export license for the hangun he is selling me. Where do we find it??? How hard can it bee?
The gun is a Ruger P97DC,cal 45acp. Its not going to be used by me in the US. Its just going to be brought back home/sent.

Not familiar with export law, however, not telling you to break the law but hypothectically, if your cousin gave the gun as a gift with a letter stating that, as long as your paperwork in Norway was in order, the US is not going to go and get the gun in norway to go after your couisin.  Or If your cousin was to lend you the gun and allow you to take it to norway to use, then he would not be selling it and I am not aware of any law that prevent the loaning of handguns. Most handgun laws are enforced when the gun is found in some crime or possessed by someone not entitled to possess it.  Does not sound like this it the case.

So I am sure what your question is trying to accomplish, to protect you or portect your cousin or try and deal with the two governments and try and get a clear answer.  Most laws are intended to prevent criminal activity.  It does not sound like either of you are doing or trying to do criminal behavior.
