These were very low quality pistols that were manufactured in Germany and imported to the US prior to 1968.  Without more information, there is no way that I can provide you with a date of manufacture.  In terms of value, if it is in excellent condition, it might be worth $100.  In good condition, we are probably talking about $75 or less.
