The Remington 700 is a bolt action rifle that has been built by Remington Arms Co since 1962. The 700 comes in various configurations of barrel lengths, weights, stocks, and calibers. What binds them altogether is the 700 action (short or long).
The 700 (by whatever other model designation it goes) is prized for its accuracy among hunters, police agencies, and the military (the Army's M24 and the Marines' M40 are both built on 700 actions).
The .250-06 (as you put it, or more properly the .25-06)is a cartridge developed in 1912 by Charles Newton. Newton began with the military's .30-06 cartridge, and necked it down to accept the 117 gr. projectile of the .25-35 Winchester (Don't ask why - it's like asking, "Why do men climb mountains?").
A "wildcat" cartridge (one for which there was no commercial loading - barrels had to be custom made and shooters loaded their own ammunition for it), the .25-06 was standardized by Remington and put into commercial production in 1969.
