Question
is it legal to buy a firearm from another firearm owner? do you have to fill out a special form for the purchase? or do you have to strickly purchase a firearm from FFL?
i live in florida.

As long as the transfer is 'face to face' and conducted with another resident of Florida, there is no requirement to use an FFL. You do not need to complete a special form. I would recommend that you make up a bill of sale to record the transaction if there is a problem after the fact. The bill of sale should have the name of the buyer and seller, the serial number of the firearm and a short description (manufacturer, model, caliber) of the gun being transferred. I would also suggest that the bill of sale include language that states "The buyer of this firearm attests that they are permitted to legally own and possess a firearm in compliance with state and federal law".
