sawed off shotgun aow

Question
what would a guy have to do to get a bulged barrel sawed off AND LEGAL, who do i talk to ect.  local police have no idea, can i evan do this without a class 3 or an exesting aow, now i know this is not the best thing to do,but i got this old steevens from my dad long ago and i would like to shoot it once in a while.

Federal law requires that a shotgun barrel be at least 18" long.  As long as it's not cut down shorter than that, it's perfectly legal.  If it would require being shorter than that, you'll have to either get a replacement barrel, or check with a class 3 dealer about how to go about getting an NFA registration and tax stamp.
