My nephew has a felony and I know that he can not hunt with a fire arm but can he hunt with a bow?

The short anwser is yes.
The laws that you refer to are two fold. You cannot have a firearm in your possession if you have been convicted of a felony or certain other crimes such as domistic violence. You also cannot be under indictment for same either.
In addition, if a person is attmepting to purchase a firearm while under any of the above, one of the questions ask on the 4473 federally mandated purchase forms specifically asks if you have been convicted of, or under indictment for a felony or domistic violence. Falsifaction of the any portion of the required answers is also a federal offense.
If he were to be caught using a firearm, he could also be charged with having a weapon while under disablity.
These requirements do not refer to having possession of a bow. Unless there are some (unknown to me) local or sate regulations prohibiting same or a probation issue, he should be fine. If in doubt about any of this, I would suggest checking with "law enforcement" and/or probation (if under same)prior to going forward.
