hello i bought a taurus 9mm from my cousin. he wrote me out a bill of sale. how can i get the gun out of his name and into mine.

You need to check your state and local laws as they relate to the sale/purchase of firearms. I have no way of knowing what (if any) "special" laws may pretrain to this transaction.
What I can tell you is "in general" an occasional sale between non-licensed individuals would require only a bill of sale with the seller/buyer, serial number, make, model etc. info listed.
If you mean "getting it out of his name and into yours" as far as federal records are concerned, he would have been required to fill out a 4473 form at the dealer location and also have a check (NICS) run on him as to his eligibility to legally purchase the firearm.
If there would be a reason for law enforcement to investigate the sale history on the gun, they would acquire the 4473 from the dealer then contact your cousin. Your cousin would have to advise that he made a private sale to you and provide that information to enforcement. It would be wise if you both had paper work to confirm the sale/transaction.
Keep in mind that this a general answer to your question as to what normally would need to take place to confirm your purchase. Once again, I recommend that you check the referred to laws/agencies for additional information. If you are in doubt as to the federal regulations, contact your BATFE office.
