Can a convicted felon use a black powder rifle to hunt with?

Based on my understanding of Arizona law, anyone who has been convicted of a felony is a 'prohibited possessor'...meaning they cannot own any type of firearm.  

After completing any sentence and probation ordered by the court, the convicted felon can petition the court to restore their civil rights, including the right to own a firearm.  If this is approved by the court, then yes.  

No convicted felon can ever get a concealed weapons permit in AZ under any circumstances.  

Laws do vary somewhat from state to state, but this is a pretty consistent law across the US.  I'd suggest that you contact an attorney to see if the civil rights of the person in question can be restored.
