Rifle Accuracy

Question
Hi, this is a question born of academic curiosity more than anything else; do you happen to know what rifle is the most accurate, when objectively measured in terms of MOA? Have such experiments ever been carried out? On wikipedia, it says that competition target rifles can achieve up to 0.1 MOA, but no citation is given. I understand that bolt action rifles are more accurate than those with selective fire - if this is the case, then what is the most accurate automatic rifle?
Second (related) question, if you don't mind: according to wikipedia, "A military-issue battle rifle or assault rifle is usually capable of between 3 and 6 minute of arc (MOA) accuracy. A standard-issue military sniper rifle is typically capable of 0.5 to 2 MOA accuracy, with a police sniper rifle capable of 0.25 to 1.5 MOA accuracy. Given that the manufacturing capability to produce 0.1 MOA is there, can you think of any reason why military and law enforcement agencies don't require their sniper rifles
to produce this standard of accuracy? Is it something as simple as cost?
Answer
Basically, there weight of the rifle, weight of the ammo, cost of the rifle. In case of military rifles to avoid jamming in combat.
Also that level of accuracy is not really needed.
Most combat happend at less than 300 yards.
Police snipers 100 yards or less.
The most accurate rifles are heavy barreled single shot bench rest rifles. Most are custom made.
Match tuned M-14 M1 & M-16 are the most accurate.
