Question
I have heard, but am not sure, if an Ithica featherweight 20 Guage is a rare gun, note it is not 12 guage as some were.

I think you are referring to the Ithaca Featherlight. There are several models of Ithaca shotguns that carry the "Featherlight" designation. The current Ithaca Model 37 is available in a 'featherlight' version. There is also an Ultra Featherlight special edition that was manufactured in 2003 and 2004 only. The original Ithaca Model 37 Featherlight Standard was manufactured from 1937 until around 1986. Since they are less common, this gun in 16 gauge or 20 gauge is more valuable than a 12 gauge, but I wouldn't say that it is 'rare'. Over 2 million Model 37 shotguns were produced between 1937 and 1986.
There was a gap in production of the new version of the Model 37 from 1987 to 1996. The gun was produced as the Model 87. In 1996, Ithaca started making the Model 37 again.
