Answer
Spc. Crabb,
From what I know of the process of applying for a Colorado CCW permit, there is nothing you can do to get started on the paperwork before you get to Colorado. You can download the application on line, but the form has to be signed in the presence of the Sheriff in the county where you plan to apply. They will also need to take your fingerprints at the time of application.
You shouldn't have any problems with the other requirements. You will need to provide proof of handgun training, but if you show a DD 214 that shows you were honorably discharged in the past three years, that's all you will need.
The specific requirements are listed below for your info:
Be at least 21 years of age.
Reside or own property, or own or lease real property for a business in Colorado, or be a member of the armed forces and stationed pursuant to permanent duty station orders at a military installation in this state.
Provide proof of residency by submitting a copy of a valid Colorado driver's license or valid Colorado or military photo identification. If address on identification is not correct, you must provide another proof of address (i.e. utility bill, mortgage statement, bank statement, etc.). Per C.R.S. 42-2-119, you have 30 days to notify the Department of Motor Vehicle of an address or name change. How to change your address/name with DMV.
Pass a background check. The purpose of the background check is to determine if all required paperwork was submitted, and whether the applicant meets all criteria specified in C.R.S. 18-12-203. Regardless of whether the applicant meets the criteria specified, if the sheriff has reasonable belief that documented previous behavior by the applicant makes it likely the applicant will present a danger to self or others, the sheriff may deny the permit. A criminal record check, including the National Crime Information Center (NCIC), the Colorado Crime Information Center (CCIC), the Jefferson County Sheriff's Office, and other law enforcement agencies, will be completed.
Pay two non-refundable processing fees to cover the costs associated with fingerprinting and background checks. These fees are due upon submission of the completed application.
Demonstrate competence with a handgun by submitting the original or a copy of an acceptable firearms safety and proficiency training course. One of the following must be provided:
*A training certificate from a handgun training class obtained within 10 years preceding submittal of this application. It must be the original training certificate or a photocopy.
*Proof of honorable discharge from a branch of the United States Armed Forces (DD214) within three years preceding submittal of this application.
*Proof of honorable discharge from a branch of the United States armed forces (DD214) that reflects pistol qualifications obtained within 10 years preceding submittal of this application.
*Evidence that, at the time this application is submitted, the applicant is a certified instructor.
*Evidence of experience with a firearm through participation in organized shooting competitions or current military service.
*A certificate showing retirement from a Colorado law enforcement agency that reflects pistol qualifications obtained within 10 years preceding submittal of this application.
Note: A hunter safety or comparable course is not acceptable.
Hope this helps you out....

Doug
