Greetings and Salutations,
   I was wondering if it was Legal in the state of Nevada to Open Carry or even Just to Carry an ASP Collapsible Baton For Individual Protection as a Citizen? Or if it is necessary to obtain a permit via a certified training course? Or even If it is Legal At All?  Thank you for your time and i hope you have had a wonderful day

Open carry is legal in Nevada.  For the most part, Nevada is rural and you should not have any issue.  Nevada also has preemption laws to prevent cities from attempting to regulate the transportation, ownership, sales and possession in their jurisdictions.

The key thing to know about the Nevada preemption law is that it applies to most laws passed before 1989.  You should be aware that some laws do exist.  Las Vegas requires that all residents register their handguns.  Visitors to Las Vegas are not subject to this law.

Regarding your question about batons, ASP batons or any other 'billy' club is not legal to possess in Nevada.  This is outlined in NRS 202-350.  However, law enforcement in general has not enforced this statute with respect to private, uniformed security officers which is why you might see uniformed security in casinos carrying batons.  As a private citizen, carrying such a device either openly or concealed is 'gross misdemeanor' as a first offense and a 'class D felony' for any subsequent offense.  A 'gross misdemeanor' is punishable by up to a year in prison and a fine of up to $2000.  A category D felony carries a minimum penalty of one year in jail and a fine of up to $5000.

You might want to take a look at getting a concealed carry permit if you are concerned about self defense.  You can contact your local gun store or your county sheriff for more information about training and the process of getting a permit in Nevada.
