Answer
J Stevens (as part of Savage Arms after 1920)
used the Trade Name on it Springfield economy models.
The Newport CN was patiened in 1915 and licenced to J Stevens, Iver Johnson and Crescent Arms company. Stevens getting it when Savage bought
the Crescent Arms from H. D. Folsom.

Its basically a Stevens 311 made 1930 to outbreak of WWII.
No exact dating is possible.
They are worth $150 to $1000 depending on condition.
$1000 for new in the box with tags.
If its excellent condition about $600.
There starting to be some collectors interest in utility grade American doubles.
