I'm really cheap and have lots of time to play at the reloading bench, so ...
Can I convert 9 mm Parabellum brass to .380 ACP for reloading ammo for the smaller pistol?

THEORETICALLY that should be possible. The 9mm is a higher pressure cartridge and the webbing and walls should be at least as think as those of a .380 - and that's where the rub may come in - there may be less total case volume due to thinker webbing.

Still, although I don't want to advise you do it, in your situation, I'd probably try it. If I did, here's how I would do it.

1) Take the cases you are going to convert and mark the heads of them with permanent red or black magic marker.

2) Use a soft projectile (I don't recommend lead because it's messy, but I would try one of the plated offerings from Berry or a similar manufacturer) in the the .380 NOT 9mm.

3) Get one of the multiple powder/projectile loading manuals and use the data for the lead bullets (because they are soft they have lower charges). Work slowly looking for signs of pressure on the fired cases. I won't try to fireball the thing - when it gets to where it reliably functions the gun, I think I'd stop.

Last bit of advise is to keep these carefully segregated. Don't give them to others (I'd be concerned about liablity). Don't leave your brass lying on the range - someone may pick it up to load 9mm in it and that could cause a catastrophy.
