Hi,Doug
My name is matt i was wondering if it where legal for me to purcase a handgun from a private seller at 20 years of age. Also is it legal for me to carry a handgun in my truck and if so can it have a round in the chamber.

According to the Louisiana Revised Statutes (La. Rev. Stat. Ann. ?14:91) it is legal for someone above the age of 18 to possess either a handgun or long gun. You cannot purchase a handgun from a Federally licensed firearms dealer until you are 21 under Federal law. You would have to acquire the firearm in a private, face to face transfer with another Louisiana resident. The person who the firearm is being transferred to cannot be a prohibited possessor under federal law. Federal prohibited possessors would include anyone convicted of a felony, anyone convicted of a misdemeanor domestic violence offense, anyone dishonorably discharged from the US military or anyone that had been found by a court to be mentally incompetent.
As far as transporting a firearm in your vehicle, loaded firearms may be carried either openly or in the glove box or any other storage compartment in your vehicle.
