Don,
In order of accuracy, most experts agree on the following:
1. Bolt Action
2. Falling Block
3. Semi Auto
That is generally the order of accuracy regardless of caliber.
The Bolt Action provides the tightest lockup, can accommodate zero headspace chambering and in most cases is mated to a single piece stock which provides the best overall combination for accuracy.
The Falling Block is a close second, but because of the upward and downward movement of the block when opening and closing the chamber, this action type generally uses some headspace in the chamber to make it easier for the cartridge to fit flush when loaded so that the action can seat more easily when it closes. Many would argue that the falling block is just as accurate as a bolt action. The big issue with falling blocks is that while they were popular in the late 19th and early 20th century, they are not widely available now. The exception is the Ruger No. 1 which has a .223 chambering available.
The least accurate of the three is the semi-auto, which still has excellent overall accuracy when built by a high quality manufacturer. The advantage of the semi-auto is the availability of a quick follow up shot without having to cycle the action manually. The manual cycling of the bolt action or the lever in a falling block gun disrupts the shooter's sight picture and finger position on the trigger which means that they have to reacquire the target and take up trigger slack again prior to shooting.
As in most situations, there are compromises that are made based on the requirements for the gun and what the shooter is attempting to accomplish.
