reload rimfire shells

Question
my father in law has a old 32.cal rim fire rifle.he bought a box of bullets from someone on the net but they wont fire. i took 1 apart and the powder did not burn.can an old bullets be taken apart and reloaded if they were never shot?how? or who can do it?

Not sure you can reload rim fires.  There is no prime that can be replaced, the primer is in the rim of the bullet so if that is not working, I have no clue.  I would get in touch with a big reloading firm and ask what they got, I am sure you can find the ammo, it just may cost you since not a lot of demand.  sorry.
