Did all safaris come with the gold inlay on the floor plate and trigger guard.

I am guessing that you are referring to the Browning FN High Power bolt action rifle.
The High Power rifle was manufactured in three grades, Safari, Olympian, and Medallion. The Safari grades had engraved floor plate gold filled and trigger guard.
