When you say wall climbing, I assume you mean artificial walls. In the climbing terms, wall climbing means climbing cliff that are so big, they take more then one day to climb.
What are the standard rules of wall climbing?
Indoor and outdoor walls are designed for what is called free climbing. Free climbing means you use your hands and feet to get to the top of a particular route, the rope is there only in case you fall and does not provide any help in reaching the top.
How popular is the sport?
I am not sure about this. Generally speaking, it is the fastest growing section of rock climbing today. This is because gyms are found in every part of the country. The fact that gyms provide everything also makes it accessible to the masses.
What is the equipment needed?
Gyms normally provide everything for first timers. For those who get more serious, a harness, shoes, belay device, and chalk bag are all you need.
What are the basic techniques?
To complicated to explain.
How is it different from Rock Climbing?
Climbing in this area is normally done indoors. Things like weather, natural hazards, and darkness are completely removed. Less technical skills are needed.
How is it similar? This focuses more on the physical aspect of climbing. More on movement, less on route finding and logistics.
What are the safety standards?
Being developed, most gyms are safe. Look for American Gym Association online to learn more.
