This is very unusual. If you have been working out consistently for a year with no decrease in heart rate that is strange. It is not necessarily a bad thing. Also, your "max" heart rate is unordinarily high. I wonder if your heart rate monitor is accurate.
I would suggest that you seek an exercise physiologist in your area. If you need help finding one (and this may be hard) then let me know and I will help you try to find one. I may not be able to find one for you. They are not a dime a dozen, so we may not be able to go this route.
Otherwise ask your doctor about a stress test to find out if there is something that is causing you to not get changes in your heart rate from cardiovascular training.
