Building legs up by Running

Hi,
I am a 23 year old female, and for the last 2 months I have been jogging on the footpath for approx 30 mintues about 3-4 times per week. I have noticed that instead of losing weight from my legs, they have instead gotten bigger. I believe they are getting more musclier. I don't want this as I'm running to lose weight (as well as get fit for netball). I heard that by running on the treadmill instead of outdoors my thighs/legs won't build up. Just wondering if this is true? (I prefer to run outdoors, as get too bored on treadmill and tend to jog for less time).
