Weight, tibial stress fractures

Question
First a little background:
I am a 24 year old male, around 5ft10" but I weigh 100kgs. I am not obese, but I have stomach fat. I have joined a gym to try to get my weight down but the weight increases with the muscle I put on. I have had problems with tibial stress fractures in both legs from soccer (a problem recurring over the last 5 years) and still can not last 3mins on a treadmill without feeling the pain. I want to play and train and run etc, but I don't have any trust in my legs.
Therefore my question comes in two parts: are there any specific leg exercises I can do to help the tibial problems? And which will help me push my weight/body fat down to a reasonable level?
I want to run to get my weight down, but I think I have to get my weight down before I can run...
Any advice would be much appreciated.

You cannot rely on exercise only to lose weight(body fat).It is imperative that you get your 3 meals a day fined tune.If you don't you can not succeed.No exercises is going to help stress factor,just taking the weight off and alternative exercises non weight bearing such as elliptical machine,stationary bike,rowers,fast walking or a combination of them all.The muscle you put on is not the issue.You have to decrease your caloric intake and reduce your overall carbs.Lots of salads vegies legunes(limit red meat) turkey fish brown rice eggs oat meal for breakfast no pasta etc.When you get squeaky clean and disciplined with your diet and a ton of cardio you will shrink quickly,and that i no for sure.I have been where you are years ago.There is no magic just hard work and determined consistency in your workouts 7 days a week which i still have been doing for the last 34 yrs.
