I don't believe that there is a name for the way that jockeys ride. But there are a couple of reasons for why they ride the way they do. One is that having the rider up in the irons, rather than sitting on his back allows the horse a more complete freedom of movement. The other is that it keeps the rider's weight balanced over the horse's point of balance, rather than being behind it, as it would be if he were sitting down in the saddle.
