Is there a best state to get started in the business?

Is there a best state to get into the business or general area better then the other, an area to avoid? Also do you know of any books that give good thorough advice how to get started into the business? thank you

Could you give me a little more information?  What part of the business do you particularly want to participate in?  Racehorse ownership, training, breeding, pinhooking(buying horses strictly for resale)?
If racing, do you want to be at the track when your horse runs, and if so, are you willing to travel?  If breeding, do you plan to keep your horses at home, or board them out?
