I don't know what your "RI" represents. Perhaps it is the same as as North America's "AEI" (Average Earnings Index). The AEI is a number that represents the amount of purse money the progeny of one sire have earned in relation to the average earnings of all runners in those same years (represented as 1.00). Therefore, a 3.42 AEI means that the progeny of the sire in question have earned over 3.4 times the average earnings of all runners in those years.
I assume that your term "Rag" means Ragozin number. Ragozin numbers are similar to Beyer numbers in that they "distill" the performance of a horse down to a single number. "Best Ragozin" would then be the best lifetime racing performance for a particular horse.
