Condition Book question...

Good Morning Mr. Crocker.
I have a 'condition book' question. In race below, how do I interpret the last line:
8 EIGHTH RACE ALLOWANCE OPTIONAL CLAIMING
PURSE $10,000. (PLUS $3,600 I.O.A. FOR ICF) FOR THREE YEAR OLDS AND
UPWARD WHICH HAVE NEVER WON THREE RACES OTHER THAN MAIDEN,
CLAIMING, STARTER, OR STATE BRED OR WHICH HAVE NOT WON A RACE
OTHER THAN MAIDEN, CLAIMING, OR STARTER IN 2009 OR CLAIMING PRICE
$12,500.
Three Year Olds 118 lbs. Older 124 lbs.
Non-winners of a race since July 14 4 lbs.
A race since June 14 8 lbs.
(Claiming Races For $10,000 Or Less Not Considered In Allowances)
THANKS SO MUCH! In all my years on the backside, I've never studied the condition book, and I appreciate any help you can give me with the 'lingo'.

Thanks for the question,
They are saying that you may still be allowed to run for the weight allowances listed right above, if you recently won races for claming 10k or less. You could have won an unlimited amount of claiming races for 10k or less since June or July 2009 and still be allowed to take 4 - 8 lbs. off depending on the date listed.
