Hi Dennis:

I am unable to get any information from the tracks in the State of Florida - I will try to answer your question with regard to how we do it in Arkansas - In Arkansas, any overweight of 5 pounds or more will cause that particular horse to be scratched.  The scratch deadline for any horse entered in a Stakes or Handicap race is the evening before the race with the exception of scratches by the vet for health reasons.
