Question
Lost all steering capabilities. Is it certain I need a new cable?

Hi Joanne...Thank you for consulting the undersigned to reply to your question. Since you weren't specific about losing all steering capabilities, for example: system seized & unable turn wheel or; can turn steering wheel but boat doesn't respond, I'll address these two scenarios. And by the way, I'm not a mechanic!
In the event your steering completely seized, you would be unable to turn the steering wheel, oh maybe 2-3 inches at the most. First, check the oil level in the power steering pump and oil reservoir. It's possible the pump failed.
Secondly, check all connections to ensure the cable is properly fastened and not kinked or bent, particularly where it's attached at the engine and at the steering wheel. If unable to correct symptom, I recommend replacing the cable.
If you can turn the steering wheel and the boat doesn't respond, it's likely the cable is either broken or, it may be disconnected at a visible source or, there's no fluid in the system.
Failing success while troubleshooting the problem yourself, I recommend consulting a qualified and reliable marine mechanic to diagnose and resolve the situation. Your life, and the lives of anyone onboard are at stake, in the event the steering system fails while on a voyage.
Should you encouter any emergency while underway, make sure you have the ability to maintain voice communication with shore and/or other vessels within range of your VHF or CB radio, and always check the weather forecast prior to and during navigation, and ensure you have all mandatory safety equipment readily accessable by everyone onboard.
