5.7L Mercruiser Surging

Hi,
I have recently purchased a 1995 Crownline 225BR with a 5.7L Mercruiser in it. It has 219 hours on it. I took it out for the first time on Saturday. It ran fine at first then after the motor got up to temperature it started surging like it was starving for fuel when I would try and go above half throttle. It is a carburetor motor and it has a fuel filter on it. Would the fuel filter be dirty and causing this problem? I thought it was just old fuel so I put 28 gallons in it along with some MEET and Seafoam on Sunday and tried it again and it did the same thing. I am stumped at what it could be. Thank you for selecting the undersigned to respond to your question. By the way, I'm not a mechanic.
Sounds like you've done a good job trouble-shooting, but not resolving. I'm not familiar with "MEET or Seafoam". So long as the fuel line is not clogged or defective, and is secure in every respect, perhaps the fuel filter is the problem. On the other hand, maybe the diaphram in the carb is deteriorated, or the carb needs adjustment or an overhaul.
