I have a 1984 sea ray 260 sun dancer that lists about 3-4 inches to starboard what would cause a problem like this

Not knowing how long you've had the boat and when the symptom occurred, you also didn't mention if the problem was noticed at dockside and/or while underway.
Here's some aspects to consider. Make sure all equipment is evently distributed when stowed away. Weight of passengers, fuel, fresh and waste water also need to be evenly distributed to ensure balance. Have you checked for water in the bilge? Might there be a leak in the hull, or is it possible osmosis is now occurring, given the age of your boat? You may need to have someone knowledgeable check the hull with a moisture meter the next time it is out of the water.
If the problem exists while underway, and the boat veers to starboard, you may need to adjust the small fin beneath the cavitation plate toward port.
Alternatively, installing hydraulic trim tabs might be the only other solution.
