md 70s merc 20hp

I have a 70s merc 20hp,s#5610145.Its on a 16ft carolina skiff. the motor runs strong, but wont get boat on plane. I had the same motor a few years ago that had this boat skipping across the water. I rebuilt the carb and replaced the water pump, any thoughts?

Was a compression test completed on the cylinders?

Is the pitch & diameter of the prop the same as on the previous eng.?

Is the engine properly tilted and at the same angle as the previous eng.?

Aside from the above, best you consult a local marine mechanic who is recommended, reliable, and qualified.
