I am in no way an expert on golf scholarships, but I do know several junior players from my area that have gone on to major colleges with the help of scholarships. I received several offers myself back in the mid '80's when I was coming out of high school.
Most colleges offer some sort of scholarship for golf. There are several things to consider: Does the school have a "varsity" team, as opposed to a "club" team. Varsity teams have financial backing from the schools, where club teams do not. Most Division 1 schools have teams, some Division 2 and Division 3 have them, but not as many.
Anyone who plays can conceivably get a golf scholarship. What you have to consider is the other part of your question: Is it talent, grades or both? It is both, plus your outside interests. What coaches are looking for is playing ability mixed with the desire to be a student/athlete. They will call and speak with you, have you come visit the campus, explain their program to you, what demands will be made on your time, etc.
Coaches will look at your playing record. What kind of scores have you shot in competition? What kind of tournaments have you competed in? National or local events? Are you ranked in your state/nationally/in your province? What is your high school transcript like? What were your college board scores?
