How long is the card issued for a new member of the PGA and what does he have to do to keep. Money winnings etc

Hi Bob,
Since you mentioned "money winnings" in your question I'm going to assume you're asking about PGA Tour cards (rather than PGA of America Cards for club professionals...
Tour cards are issued for one year's worth of exemption into "open" tour events. I'm making a distinction here between "opens" and "invitationals". The top 125 players from the previous years money list are exempt. Of course, tournament winners are exempt for two years, plus one more year for each additional tournament win. Major events and World Championship events carry additional exemptions.
So for a new Tour member to keep his card for the next year, he must win an event or finish in the top 125 on the official money list. Those finishing above 125 but better than 151 get limited status on the next year's tour. That means they can get into an event when the exempt players don't fill the field. You see that in the event played opposite the WGC events and a few others. Also, those between 125 and 150 are exempt on the Nationwide Tour along with other high ranked, non-qualifiers out of Tour School each year.
