how many sanctioned events must a player participate in each year to maintain eligibility ?

The PGA Tour (USA) rule is 15 events. However, and especially if you are asking this question with regard to Tiger's eligibility, if a player is exempt because of winning an event or from the money list, the player will still be eligible. And in Tiger's case, specifically, since he's won over 65 events (this is also known as the Palmer Rule), he has a lifetime exemption into PGA Tour events.
The only thing I am aware of that "could" be in jeopardy if he doesn't play 15 events, would be his voting rights in the organization.
