Embedded Ball Tiger Woods
Question
Was there a local rule? I think Tiger got away with one

I saw the Target Tournament this weekend and wondered about a ruling on the 16th hole on Tiger. The ball was embedded in what appeared to be rough but it looked like he was able to get a free drop and ended with a birdie. Was this done correctly according to the rules of golf.

According to Rule 25-2: Embedded ball, a ball that is embedded in it's own pitch mark in the ground in any closely mown area through the green may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where the ball lay, not nearer the hole. Closely mown area means "fairway height or less". Obviously the rough is not fairway height, however, if there was a local rule covering such conditions (as perhaps extreme wetness or muddy conditions), he would then be entitled to relief under the local rule.

I was teaching during the event and did not get a chance to see any of the tournament. I know it rained quite a bit the 3rd and 4th round, but I cannot answer your question truthfully not having seen the tournament.
