getting into the amature open

How would a golfer who have already won some local tournaments, go from local golfer to playing in the U.S. Amateur open? What are the steps he would need to take to get there? what are the chances of him actually getting there?

Here is some information about getting into the United States Amateur Golf Tournament.
The U.S. Amateur, the oldest USGA championship, was first played in 1895 at Newport Golf Club in Rhode Island. The event, which has no age restriction, is open to those with a Handicap Index of 2.4 or lower. It is one of 13 national championships conducted annually by the USGA, 10 of which are strictly for amateurs.
As you can see, to play in the qualifier, the Handicap Index has to be 2.4 or lower. There is a series of qualifiers to actually make it into the U. S. Amateur.
