Green - marking a ball more than once

Scenario: I am on the green, have correctly marked my ball, picked it up and cleaned it, placed the ball back on the green and removed my marker...ready to putt. Lets say that for some or other reason I am not entirely happy with the way that I have marked the ball...the ball brand or number is putting me off or is on the wrong side or angle, or the alignment line that I have drawn on the ball is skew...whatever the reason...am I entitled under the rules of golf (R&A ?USGA) to re-mark my ball for a second time? I am almost certain that under the R&A rules during the 1990 ?2000抯, this was dis allowed. I could be wrong. Please would you be so kind as to give me an answer, was there ever such a rule? Under current rules, how many times can a ball be marked?

As you might expect, some of these scenarios are hard to get an answer in black and white. I know that you are allowed to re-mark your ball for what ever reason a second time. As for multiple times, I believe you would only be limited by "holding up play". In my opinion a second time is fine and a third time is not necessary.
As for your question about the rule during the 1990 - 2000's, I really don't know. Sorry
