Rule in the Bunker
Question
In the normal golf tournament, if a player ball was in the bunker but he did not like its ball's position, so he applied some rule so called "unplayable". And then he moved its ball with a "one penalty rule?" and to a better lie in the same bunker. By the way,
the bunker's condition was perfect and dry.
1. Can he apply the unplayable rule under the circumstance?
2. Is it OK to move its ball under any normal bunker condition?
3. What is the PGA rule on this matter?

The following answers to your questions were found under Rule 28 in the Rules of Golf.
1) Yes, the player may drop the ball two club lengths from the original spot no nearer the hole. The second option would be to keep that point in line with the flagstick and go back as far on that line and drop. In both instances the ball must be dropped in the bunker.
2) Yes. The player can deem the ball unplayable anywhere on the course except in a water hazard.
3) The rule is the same for the PGA Tour.
