QuestionA gentlemen I play golf with has a pre-shot routine that bothers me. To square up his putter head he places the putter head in front of the ball as well as behind. It seems to me he is improving his lie, I'm looking for a ruling or answer so i can put this to rest.

As long as your friend is not tamping down the ground when he soles the putter in front of the ball, there is no ruling prohibiting him from placing his putter in front of the ball as an alignment aid or part of a pre-shot routine.
Thanks for your question.
