I play with a guy that hits the ball, off the tee on a par 4, into the woods and declares a lost ball. He then proceeds to drop the ball in the fairway, then hits a ball onto the green and one putts and says, I had a parr. Is he correct?

I think he could be right, but the only thing I want to ask is that how he dropped the ball in the fairway. Was the drop properly done?
He can not just drop the ball in the fairway, but he needs to drop the ball in the place which is close to the cross line to woods, not closer to the pin/green location. If he did not drop the ball properly, then there will be a penalty.
